Abstract: In the wake of the current downturn, organizations worldwide have been exercising extreme caution when making decisions about investing in new initiatives. This paper examines a new category of project constraints--known as constraints to ensure positive outcomes (C-TEPO)--that provides a set of rules for enhancing project performance and outlines a process for using C-TEPO to manage project constraints. In doing so, it lists an example of C-TEPO and identifies the PMBOK Guide's definitions of constraint, risk, and assumptions, noting the process of determining the probability of risk and the certainty of a constraint. It defines the concept of project management constraint theory and summarizes the benefits of using C-TEPO; it overviews the author's concept of constraints to avoid negative outcomes (C-TANO), a concept that was originally outlined in a previously published paper that the author presented at both the PMI Global Congress 2007--North America and the PMI Global Congress 2008--Asia Pacific. It then describes C-TEPO's tools and methodology for managing project constraints and discusses the process of applying C-TEPO. It notes how C-TEPO can help project managers successfully deliver an expected outcome.
